Approved posts or members show as pending in Modtools

Why does the Search Posts (or Search Members) page show posts (or Members) as pending when they're not? This is a bug. Many posts (or members) that have recently come up for approval will still show up as pending on the Search Posts (or Search Members) page. The list you see on the Approve Posts (or Approve Members) page is correct. 

What happens if I approve a post that has already been approved? You will resend the post emails, backdated with the original post date.
